Abstract or SummaryIn December 2012, the EEEF signed its first Technical Assistance contract with the City Council of Santander for over €450K to conduct feasibility studies to review energy performance of the current public infrastructure and to elaborate a plan to improve the energy efficiency of the City.
The scope of work included the completion of energy audits within 65 municipal buildings and of 22,700 street lighting points. Based on the results of the energy audits, the City Council took the decision to renovate the street lighting infrastructure and published a call for tender to select a private company to upgrade and maintain it.
According to the PPP contract, the selected energy service company is required to invest €11m to upgrade over almost 23,000 lighting points in Santander. The project include the:
 Upgrade of current lamps to cutting edge LED lighting technology,
 Inclusion of point-to-point remote management,
 Installation of 60 motion lighting sensors, to ensure illumination intensity regulation.

Abstract or Summary

Network sensors allow managers to know network status remotely and in real time by the measurement of parameters such as network flow, pressure and water level, which is valuable information in terms of maintenance (i.e, broken pipes are easily detected) and quality of service provision; additionally, quality parameters, such as, Chloride, PH, and turbidity are provided.
Domestic sensors have been deployed at two residential areas.The first one is located on the outskirts where more than 1000sensors, such as individual meters, pressure sensors, flow and level of water, remote reading of residential water consumption. A mobile app which allows users to check their consumption, and other parameters, such as pressure and quality of water is available. Once this deployment was proved to be successful, a new one was carried out in five streets of the downtown: providing service to 3500 citizens, adding functionalities and measurements, improving the existing app (for citizens & managers).

Currently, Santander is known to be one of the most advanced Spanish cities in the Smart City domain, and has also become a reference even at an international level. This fact has been possible thanks to city initiatives together with the participation in EU innovation projects which have allowed to foster the Smart City Strategy. The city council has carried out innovation initiatives and projects, such as:
- Strategic Plans: In 2010, the elaboration of the Strategic Plan 2020 started, which includes the City Strategy; two years later, the Innovation Director Plan was presented and, in 2015, Santander Smart City Strategic Plan which includes the guideline to develop the Integrated City Management, by the use of new technologies in the management of Urban Services, was presented. - Smart Management of Urban services: Urban services such as Water management, Waste management or Streetlight Management use technology which allows not only monitor but also optimize the service provision. - Smart City Platform & IT office in charge of developing the Integrated City Management, following and updating the guideline included in Santander Smart City Strategic Plan. - Other initiatives, such as the city belongs to the Spanish Network of Smart Cities (forum where each city may share their experiences in different areas); the opening of Demonstration Center of Smart City, and set up of the Open Data platform.

In parallel, the municipality has participated in more than 20 innovation projects, which belong to different areas, such as, energy and environment, mobility, technology and citizen participation, we have collaborated with more than 200 partners around the world, such as University of Cantabria (our technological partner), SMEs (at local, national and international level), research centres, and other entities. It is important to remark SmartSantander project which has been the seed of the Smart City relevant activities in the city.
Most of them are european projects, such as EMPOWER o Streetlight-EPC projects, but we also participate in Europe-Japan projects (FESTIVAL) and Europe-South Korea projects (WISE-IOT).
In all of them, the municipality provides use cases and ease their implementation as pilots in the city, therefore, the city has become a kind of urban lab where test the ideas and developments. Additionally, those pilots which have proven to be successful and beneficious for Santander’s citizens and visitors, may be adopted and funded internally by the municipality, taking advantage of lessons learnt to be integrated in urban services and municipal polices.|||

Abstract or SummaryThe purpose is gain benefits in Water and energy supplies, energy services and fully guaranteed maintenance.
It includes air conditioning, domestic hot water (ACS), indoor and outdoor lighting, plumbing and building envelopes in the energy consumer centre integrated by the buildings and equipments of 5 schools of the City council from Madrid.
The contractor carried out the measures and verifications of the savings following the methodology IPMVP (International Performance Measurement & Verification Protocol) and by an EVO certified technician (Efficiency Valuation Organization) or an European Energy Manager (EUREM) Certified by the Eurem network.

Abstract or SummaryThis initiative was launched by the Regional Government of Madrid to renovate old oil boilers existing in the larger nursing homes existing in the region, and substitute them by new gas boilers with higher energy efficiency and reducing the energy costs.
This helped both to the development of more efficient installations and the gas grid around the region. An energy audit was developed to detect the energy consumption, the original situation of the heating systems and the technical possibilities to substitute the boilers and use solar thermal heat.
The Regional Government used the budget available from previous energy related measures to start the projects of new boilers installation, prioritizing those with better financing numbers (pay-back and cost savings).
