How to meet the learning needs?

How to meet the Unmet LN?

The strategy adopted during the Project Management Group in Almada, on the 23/10/2018, is the following:

1. Collect all the learning needs
2. Use good practices register to adress the more possible nearning needs
3. Collect presentations made during study visits and technical workshops
4. Classify learning needs and see if some does still not have answers
5. Organize import workshops to meet the still unmet learning needs

Capacity building for key decision-makers and stakeholders

This is a very important question: what kind of capacity building need key decision makers?

For example, decision maker would mainly agree to do monitoring, and consider “the technique is technical departments to manage”.
They are also difficulties with global strategies: how to give enough input to key decision makers so they are able to make choices between, for example, federal architecture led by SMEs versus centralized architecture led by a large private operator?

Last aspect of the question: the domains of expertise. We observe that technical capacity building on the monitoring part is harder to gain high interest of key decision makers, whereas regarding the financial aspect, we have the impression that this will be of greater interest to key decision makers.

Good practices register

It is intended to create in the good practices register a FAQ based on learning needs that would refer to the concrete cases presented in the GPR. This will emprove the GPR by making it useful for people searching answers to unmet learning needs.

1. Technical requirements for EMS“Off-the-shelf” ICT tools (adapted to different scenarios) for dynamically monitoring energy efficiency in buildings Contribute to identify the most suitable solution in terms of energy monitoring and management systems, which might be of great interest to public authorities
2. Dynamically monitoring energy efficiency in buildings - Key parameters to be calculated by the EMSBesides monitoring real energy consumption is also crucial to assess the social benefits from the energy retrofitting (increased comfort, improvement in quality of life, improvement in public services, etc.)Evaluate the possibility to replicate the pilot experience accomplished in the framework of the HERB project, focused in social houses, to other public infrastructures managed by the Municipality of Almada
3. Potential of different funding sources to allow the successful implementation of EE + RES projects Mixed approach for Energy Efficiency investments (Local funding, local financing schemes, EU funding + cooperative/«crowdfunding« investment)Identify innovative financial instruments that can leverage future investments in energy efficiency projects

1. Economic Rate of Return where savings are not accruing to the public body. Senior officials need to know and understand if there is a methodology to establish an economic rate of return for energy retrofitting works on social housing units e.g. Utilising energy savings made, GHG reductions (credits)etc where the financial savings might not be accruing to the public body. This is relevant in relation to setting up a potential financial instrument linked to the apartment block scheme funded under our policy Instrument. (We hope this learning need will be addressed at the Innovative Financial Instruments Technical Workshop on 4th and 5th December in Magdeburg, Germany)
2. Measuring non-financial benefitsHow to quantify non-financial benefits (health, well being etc). As above, this is relevant in relation to setting up a potential financial instrument linked to the apartment block scheme funded under our policy Instrument. (We hope this learning need will be addressed at the Energy Monitoring, Regulation and Management Technical Workshop on 24th and 25th October in Almada, Portugal)
3. Legal considerations of monitoringActions which need to be taken to address the legal implications of energy monitoring, particularly in relation to private residents e.g. General Data Protection Regulation (GDPR). (We hope this learning need will be addressed at the Energy Monitoring, Regulation and Management Technical Workshop on 24th and 25th October in Almada, Portugal) It will be important to address this prior to implementing any pilot energy monitoring system.

Learning needs (title)Brief descriptionHow does this link to RAP?How to meet this LN?
1. Build strategies for Energy EfficiencyThere is a lack of strategies for energy efficiency in our Region. The programs are not coordinated. Local Authorities have not a common frame and a common path. Many local authorities and Hospitals go on without a clear program to improve their buildings. The actions in our RAP are studied in order to build a common strategy to share at any level.
2. Develop best monitoring systems.Only a few public buildings have good EMS. At a general level we have not the smart city systems we have seen in Lorient, Santander, Magdeburg, for example. We have good BMS systems in hospitals, social housing, and in the City of Firenze that we can use to improve the other situations Without a good monitoring system at any level is very difficult to program and handle energy efficiency improvement. Thanks to our stakeholders we studied the best practices in our territory, and now we can share the experiences of the Versilia and Arezzo Hospitals, of Casa SpA (the Social Housing public company property of the municipality of Firenze), of Silfi (the Lighting public company property of the municipality of Firenze)
3. Become attractive for private investors. We will not have public money for many years, and in any case are not big sums. Energy Efficiency is a good investment, if it is well done. Our Good Practices in Hospitals, specially Versilia, have been able to collect up to 12 million Euro from private investors thanks ESCO system; it is possible to improve this method to spread it to other public properties.

1. Open energy monitoring solutionsLorient is still working with its stakeholder’s group on best practices at national level on open energy monitoring solutions. As Lorient and its SHG intend to implement a n open monitoring framework at regional (=MA) scale, it is important to have en exhaustive view of the field of possibilities.
2. Tools for communitiesHow to maintain the interst on energy monitoring in professional or citizen communities? The SOLENN experimentation showed that the gain of energy monitoring can be down levelled through time by a phenomenom of habituation of communities. Very important to have endurent results.
3. Financial schemesHow can energy monitoring finance itself?Totally relevant to guarantee implementation of monitoring solutions.Learning Need met during Magderburg's IFI Workshop due to Santander's presentation : PPP based on a local company owned by public shareholders + renting schemes based on Lorient's PV rental schemes
4. Financial schemesHow to acces to green bonds?developping retrofitting / PV installations (using monitoring systems btw!)Learning Need met during Magdeburg's IFI workshop exchange with Komuninvest (Sweden) and discovering of Agence France Locale http://www.agence-france-locale.fr/investir-dans-lagence-france-locale

1. Common reporting systemIn able to reach regional goals for energy efficiency(EE) the reporting and monitoring systems needs to be comparable. Essential for follow-up and to set new common targets. (This was met in Lorient, Santander and the Italian study visits)
2. Establishing a regional network or cluster for EE.A network/cluster enables the process for projects, investigations and sharing of experience. Crucial to tackle common challenges and in the future have more joint operations.
3. Financial methods for EEIdentify methods for funding and implementation.Proposals how to finance the actions in the RAP.(This was met in Magdeburg study visit)
4. Systems for control and monitoringThe use of IOT solutions provides many possibilities but also the need for improved knowledge to set the right requirements. The choice of actions needs an accompanying risk assessment to certify the expected outcome(This was met in Lorient, Santander and the Italian study visit)y
5. Political integration for EE modelsMoney talks - are you listening? How to identify different EE models and present them in a political attractive way. How do we make the possibility for funding visible and reachable for the regional and local actorsThe RAP needs to base upon political ambitions to secure a long-time commitment.(This was partly met in Magdeburg study visit, partly unmet. To meet this, it must be adopted to our regional conditions to make sense. This will be further tackled in the upcoming WS in Magdeburg next december)

Learning needs (title)Brief descriptionHow does this link to RAP?How to meet this LN?
1. Public procurement for the EMS How did other partners go about procuring the services for the EMS? Were PPPs used or considered? The regional government will publicly procure the services needed for implementing the EMS developed in EMPOWER.
2. EMS pilot phases Did other partners start their EMSs with pilot phases? How did they evaluate those? P8 is developing the concept for the final regional EMS together with the ministry of finance and the regional energy agency through a pilot phase. This concept will then translate into actions within the RAP.
3. Financing the EMS How are the financing needs of the EMS allocated in other partners’ solutions? (“Who pays what?”) How can the economic sustainability of the EMS solution be evaluated previous to implementation? In order to implement the EMS after the concept phase, P8 needs to determine which regional ministries will potentially bear the cost of implementing and running the EMS.
4. Implementing the EMS How can the durability and social sustainability of the EMS be ensured during implementation? Which actions can be taken to guarantee quality during the implementation process? (trainings, support intensity, etc.) Do other partners have experience with handouts/manuals for the EMS users? How do other partners give instructions) One main goal for the RAP is to improve the capacity and competences of regional public authorities as well as the future users of the EMS regarding the EMS itself and general sensibility to climate challenges.
5. Development and implementation of IFI What is the legal framework for IFI going to be like in the next funding period? (EC is planning on publishing drafts for new directives until June 1; trilogue with council and parliament will follow) A potential RAP measure is the preparation of a new financial instrument for financing energy efficiency projects (such as an urban development fund) for the next funding period.
6. Different forms of financing (IFI) What are alternative forms of financing besides loans for energy efficiency projects?(i.e. contracting, pay on tax) How do those forms work exactly? How could they be applied to our relevant context? We want to review which financing products could be suitable and beneficial for the urban development fund which may be developed.
7. Municipal structures for financing energy efficiency projects (IFI) Is an internal allocation of savings possible in German public administration? (similar to the model in Almada) Could this method be used to generate returns for an urban development fund? We want to review whether the method of returns from savings used in Almada could be directly translated to our context.
8. IFI-related potential of the savings from the EMS What are the effects of an EMS on energy efficiency projects? Can a well-functioning EMS generate additional savings and therefore additional returns? Could these returns be utilized in an urban development fund? We want to assess products within the urban development fund which may be developed.
