1. Technical requirements for EMS“Off-the-shelf” ICT tools (adapted to different scenarios) for dynamically monitoring energy efficiency in buildings Contribute to identify the most suitable solution in terms of energy monitoring and management systems, which might be of great interest to public authorities We expect to fully answer this learning need during our Import Workshop. Namely, we are planning to invite experts from Lorient and Santander to add relevant inputs on this topic.
2. 1. Fuller understanding of the wireless energy monitoring technology and measurements. We need to know and understand fully the specific technology that will collect the data, how best this can be installed and what data should be collected. The frequency of data collection also needs to be defined. This is relevant in relation to ensuring we obtain the best measurements to assess the impact of our deep retrofit programme. (We hope this learning need will be addressed at our Import Workshop in early 2019)
2. How will the data be collated into meaningful analysis to show the energy efficiency savings achieved? Senior officials need to know and understand fully the parameters that will be used to collect data, how this will be transferred and stored and how this can create a methodology to establish an economic rate of return for energy retrofitting works on social housing units e.g. Utilising energy savings made, GHG reductions, carbon credits etc where the financial savings might not be accruing to the public body. By converting the data into meaningful analysis, we should be able to show the monetary savings achieved, the emissions reductions and the carbon credits achieved, and all this data will be required to assist in the creation of a financial instrument to fund future deep retrofit programmes for social housing.
3. How will the data analysis be funded? There is a requirement for this analysis to be completed over the 3 years remaining on the EMPOWER project. Who will do this analysis, how much will it cost and how will this be funded? The analysis is required to provide insights for the potential financial instrument that will be created because of the EMPOWER project.

1. Build strategies for Energy EfficiencyThere is a lack of strategies for energy efficiency in our Region. The programs are not coordinated. Local Authorities have not a common frame and a common path. Many local authorities and Hospitals go on without a clear program to improve their buildings. The actions in our RAP are studied in order to build a common strategy to share at any level.
2. Develop best monitoring systems.Only a few public buildings have good EMS. At a general level we have not the smart city systems we have seen in Lorient, Santander, Magdeburg, for example. We have good BMS systems in hospitals, social housing, and in the City of Firenze that we can use to improve the other situations Without a good monitoring system at any level is very difficult to program and handle energy efficiency improvement. Thanks to our stakeholders we studied the best practices in our territory, and now we can share the experiences of the Versilia and Arezzo Hospitals, of Casa SpA (the Social Housing public company property of the municipality of Firenze), of Silfi (the Lighting public company property of the municipality of Firenze)
3. Become attractive for private investors. We will not have public money for many years, and in any case are not big sums. Energy Efficiency is a good investment, if it is well done. Our Good Practices in Hospitals, specially Versilia, have been able to collect up to 12 million Euro from private investors thanks ESCO system; it is possible to improve this method to spread it to other public properties.

1. Open energy monitoring solutionsLorient is still working with its stakeholder’s group on best practices at national level on open energy monitoring solutions. As Lorient and its SHG intend to implement a n open monitoring framework at regional (=MA) scale, it is important to have en exhaustive view of the field of possibilities.
2. Tools for communitiesHow to maintain the interst on energy monitoring in professional or citizen communities? The SOLENN experimentation showed that the gain of energy monitoring can be down levelled through time by a phenomenom of habituation of communities. Very important to have endurent results.

To meet this, it must be adopted to our regional conditions to make sense. This will be further tackled in the upcoming WS in Magdeburg next december)

2. EMS pilot phases Did other partners start their EMSs with pilot phases? How did they evaluate those? P8 is developing the concept for the final regional EMS together with the ministry of finance and the regional energy agency through a pilot phase. This concept will then translate into actions within the RAP. We would like to hear from partners’ experiences.
4. Implementing the EMS How can the durability and social sustainability of the EMS be ensured during implementation? Which actions can be taken to guarantee quality during the implementation process? (trainings, support intensity, etc.) Do other partners have experience with handouts/manuals for the EMS users? How do other partners give instructions) One main goal for the RAP is to improve the capacity and competences of regional public authorities as well as the future users of the EMS regarding the EMS itself and general sensibility to climate challenges. We are currently planning to invite experts from Lorient and Cork to our Import Workshop (Energy) to answer this learning need.
5. Development and implementation of IFI What is the legal framework for IFI going to be like in the next funding period? (EC is planning on publishing drafts for new directives until June 1; trilogue with council and parliament will follow) A potential RAP measure is the preparation of a new financial instrument for financing energy efficiency projects (such as an urban development fund) for the next funding period. We would like to be up-to-date on all developments.
6. Different forms of financing (IFI) What are alternative forms of financing besides loans for energy efficiency projects?(i.e. contracting, pay on tax) How do those forms work exactly? How could they be applied to our relevant context? We want to review which financing products could be suitable and beneficial for the urban development fund which may be developed. We are currently planning to invite experts from Sweden and Poland to our Import Workshop (Financing) to answer this learning need.
8. IFI-related potential of the savings from the EMS What are the effects of an EMS on energy efficiency projects? Can a well-functioning EMS generate additional savings and therefore additional returns? Could these returns be utilized in an urban development fund? We want to assess products within the urban development fund which may be developed. We would like to learn more about this.
